Automotive CCC certification in China – Changes in the scope of certification through Announcement No. 11.

Alarm systems, brake hoses, fanfare, fuel tanks and motorcycle engines were excluded from the scope of CCC certification as of 15 June 2018 and are no longer CCC relevant. As a result, all certificates for these product categories are now invalid and will no longer be reissued. As a result, challenges arise in production and logistics for those parts that continue to be produced or have already been produced with CCC marking due to the existing tools.

Dealing with existing CCC marking

Products that have not yet been certified or marked do not need to be changed. The same applies to products that have been certified but not marked (e. g. single or spare parts of a complete seat which are covered by the complete seat certification).
For components produced with CCC marking, the change provides two options.

A voluntary CQC certification can be carried out in order to continue to be able to introduce CCC marked products and not have to initiate a tool change. If there is no voluntary CQC certification, the CCC marking may not be used any further. The authority provides for a natural omission for this. A natural omission of a component marking occurs either at the next modification of the tool or at the end of the production of a component. This regulation applies to components that contain an embossed or printed CCC marking. Those components that have been removed from the CCC circumference must also be declared as irrelevant components.

Self-certification and outlook

With Announcement No. 11, CNCA (Certification and Accreditation Administration of People’s Republic of China) granted the possibility of self-certification. For the time being, this process is only possible for companies based in China and for the first time only covers the product categories interior components, which are relevant due to their flammability requirements CCC, as well as locks and hinges. The companies concerned can now choose whether to have the certification carried out by an accredited certification body or whether they themselves provide evidence of the conformity of their products with the relevant requirements. As a result, the certification process is made simpler and more efficient, which can also lead to cost savings on the OEM side.

There are rumors and speculations about CCC scope extensions and reductions. Announcement No. 11 has shown how quickly and often unexpectedly changes can occur.
