Automotive CCC certification in China – changes and adjustments within the CNCA Announcement 2020/08.

Due to the corona situation, the Chinese government has temporarily relaxed the process of CCC certification in certain areas and published an announcement to this effect on 17 April 2020 (No. 2020/8).
The revised and published “Compulsory Product Certification Implementation Rules for Automobiles” (No. CNCA-C11-01: 2020) were published in the CNCA Announcement 2020/8. In particular, the design of the certification system, simplified application requirements and optimized implementation procedures are discussed. Due to current circumstances, a simplification regarding the implementation of Automotive CCC certification was also announced.
This simplification was published simultaneously by the SAMR (State Administration for Market Regulation), which in turn was adopted by CNCA in the course of updating the implementation standard.

Adaptation of implementation rules

The new version of the implementing rules will replace the old version of the implementing rules (number: CNCA-C11-01: 2014) from the date of publication. Each relevant notified certification body shall formulate the implementing rules in accordance with the general implementing rules for mandatory product certification and the new version of the implementing rules.
The application by CNCA should be made before May 15.

Conversion of valid certificates

From the date of entry into force of the new version of the implementing rules, the notified certification body shall conduct certification in accordance with the new version of the implementing rules. A transitional period of one year shall be granted for some products involving new standards and changes in the technical parameters of the vehicle structure for new certification applications for related products.

Facilitating measures within the framework of CCC implementation during corona epidemic prevention and control

In order to ensure the smooth and correct implementation of mandatory product certification for affected automotive components in times of corona pandemic, the “Communication from the Directorate General of the Market Surveillance Authority on the implementation of good quality certification work in the prevention and control of the new coronavirus infectious pneumonia” (City Supervision Certification [2020] No 8) further simplifies the requirements for type testing of automotive components.
In the case of certification, applications that cannot provide an actual type approval report due to the effects of the corona pandemic, the manufacturer must issue a self-declaration to confirm that he complies with the underlying standards and the relevant technical regulations. The appropriately designated certification body will issue a CCC certificate after reviewing the document.
If regular operation of the interface partners involved is restored in connection with the corona pandemic, the company must submit additional type approval reports, or the certification body must use the testing resources of the manufacturer company to carry out random tests on site if necessary.

Outlook and recommendation

In general, the CCC process is not postponed or suspended due to the current situation caused by the corona pandemic. However, manufacturers can resort to issuing self-declarations if some necessary test reports are missing or not available due to delays and restrictions in connection with the corona pandemic.
For the introduction of the new CCC-required category of brake pads (SAMR Announcement No. 19, 2020), the well-known certification procedure was initially planned, which can now be treated in the same way as a self-declaration during the transition phase.
